I.C.2. Strategic Policy and System Alignment Analysis

Objective

To identify and analyse regional, national and European-level strategic plans, action plans, flagship initiatives and macro-level programmes relevant to the topic addressed by the project, in order to understand the broader policy and system context in which the future innovative intervention will be deployed.

This activity aims to support alignment between the healthcare system and the transformation pursued by public buyers through innovation procurement (PCP/PPI), and to contribute evidence that can inform future policy and investment decision-making, without engaging in research, development or solution design.

Activities / Tasks

I.C.2.1. Identification of relevant strategic frameworks

  • Identify regional, national and European strategic documents relevant to the project topic, such as:
    • Health system transformation strategies.
    • Digital health or innovation roadmaps.
    • Action plans and flagship programmes.
    • Policy frameworks related to integrated or personalised care.
  • Consider both health-specific and cross-sectoral strategies where relevant.

I.C.2.2. Identification of alignment and complementarities

  • Identify areas of convergence between:
    • The objectives of the future proposal.
    • The priorities expressed in strategic plans and initiatives.
    • Highlight complementarities, synergies and potential contribution of the project to broader system-level goals.
  • Identify potential gaps or areas where innovation procurement could support policy implementation.
  • Provide an answer to the following questions regarding your desired transformation:
    • Is this need relevant or prioritized by the Health System Authority?
    • Is there a Health Plan or Strategic line that points in this direction?
    • Is there an instrument or working group at the Health System level treating this same issue?
