Objective

To identify, screen, and evaluate open PCP and PPI opportunities from healthcare providers, payors, and public agencies, developing the ability to navigate tender platforms, interpret procurement requirements, and assess the strategic fit of each opportunity with your product or solution, ultimately enabling more confident and proactive engagement in PCP and PPI initiatives across Europe.

Who is Involved

  • Business Development / Innovation: Identifies, screens, and evaluates open PCP and PPI opportunities from healthcare providers, payors, and public agencies; develops the capability to navigate tender platforms, interpret procurement requirements, and assess the strategic and commercial fit of each opportunity with the company’s product or solution portfolio.

Activities / Tasks

III.D.2.1: Identify Relevant PCP/PPI Opportunities:

  • Establish a proactive monitoring system to systematically identify relevant PCP and PPI opportunities, including Prior Information Notices (PINs) and Open Market Consultations (OMCs).
  • Include setting targeted keyword alerts; subscribing to and regularly monitoring specialized networks and tender notification platforms such as TED (Tenders Electronic Daily) as well as regional and national procurement portals, healthcare purchasing platforms, hospital/institutional websites, and professional channels
  • Actively participating in open market consultations and stakeholder engagement events. Refer to the resources for more information.

III.D.2.2: Screen and Prioritize Opportunities to allow for a Strategic Decision:

  • Evaluate whether the tender matches your TRL and product maturity, product development roadmap, support scientific evidence generation, regulatory validation, and market entry strategy.
  • Align on the eligibility with the company product development, regulatory, market access, finance and legal departments using the HIPAT structured “Strategic Fit” checklist to assess strategic fit and resource capacity.

III.D.2.3: Analyze Tender Documentation:

  • Carefully review the unmet need, evaluation criteria, and full tender conditions—including timelines, deliverables, payment terms, IPR, and participation requirements

 

III.D.2.4: Prepare for Bid or Strategic Decision:

  • Begin preparing documentation to draft the proposal.

 

Tips / Common Pitfalls

Set up alerts and join relevant networks to stay informed about upcoming PCP and PPI tender opportunities through project announcements, Prior Information Notice (PIN), and Open Market Consultation (OMC)

Tailor proposals to buyer needs, ensure proposals clearly address and comply with the tender’s objectives and evaluation criteria.

Avoid last-minute submissions, as rushed proposals weaken structure, quality, and compliance.

Don’t dismiss PCP/PPI opportunities out of fear of complexity, earmark time and resources to seek guidance and build confidence through experience.
